Okay here it is. I bought the cutter at a hardware store for my carbon arrows. Found it works nicely for this too. Then I got on a lathe and turned a spool (bottom right) that would fit over the shaft and give me the nitelatch length I wanted. Then I put the spool on the shaft and chuck it in the Dremel. When you go to work on the dog, press the spool up against the end of the dog and it will stop spinning. Run the cutter across a couple times and your done. I don't go very deep and don't get a real big click but it is enough to catch on the pan as well as being very consistant.
